Keyguard on Jelly Bean

The Keyguard method that is currently being used has been deprecated by Google as of ICS.

Current workaround:
  1. Go to the phone's security options
  2. Set the Lock type to "None" (this clears any password)
  3. Open up your automation platform of choice
  4. Change your Keyguard off task to use the Secure Settings "Disable Pin/Password/Pattern" option
  5. Change your Keyguard on task to "Enable Pin/Password/Pattern"
This will accomplish having a password when you want the Keyguard on and unlocking directly to the home screen when you want it off.

Note: This may not work on encrypted devices

Additionally, this issue can be bypassed if you are rooted and using the Xposed Framework using the Notification Direct Launcher module.
